Job Overview:  

This Procurement Manager has overall responsibility for the purchasing and subcontract functions within the Federal government business unit. The manager ensures achievement of business unit procurement performance objectives and serves as the company representative for attainment of small business socio-economic goals. 

Job Responsibilities:  

Leads high caliber procurement professionals to achieve the following:

  • Negotiation of pre-award and post-award contractual documents,

  • Implementation of appropriate flow downs,

  • Selection of the appropriate subcontract types,

  • Assurance the company and the Government receive the best price and terms,

  • Validation that all procurements follow company M&Ps, Regulations, Public Law and CPSR requirements.

  • Works closely with peers of other functions such as program management, engineering, sales, accounting, and contracts to ensure efficiency and economy in the supply chain.

  • Has overall responsibility to identify and communicate supply chain risk to senior leadership and to assert contractual rights and remedies.

Minimum Qualifications:  

  • BS/BA in Supply Chain, Business, or related field required; 10+ years of supply chain, subcontract administrator.

  • Experience with FAR, DFARS, CAS, TINA, and subcontracting best practices.

  • Previous career experience in federal government subcontracting.

  • Experience working on Major IT and Professional Services proposal development.

  • Requires excellent presentation skills to all management levels, both orally and written.

  • Knowledge of contracting and procurement policies and procedures and how to apply them.

  • Demonstrated effectiveness in prioritizing multiple tasks, monitoring progress, and managing efforts to meet deadlines.

  • Demonstrated effectiveness in working with others in a multifunctional team. Experience working in an organization with approved purchasing and Business Systems

  • Understands basic principles of finance, accounting, marketing and management.

  • Critical skills include in depth knowledge of federal purchasing system requirements and ability to retain government approval of the company purchasing system.

Preferred Qualifications:

  • Minimum Secret clearance preferred but not required
