The Manager, Contract Administration has overall contract lifecycle responsibility for Sales Module (primarily DoD) related contract management functions in support of both complex and non-complex federal government contracts.
This position demands high energy with a well-balanced mix of strategic ideation, collaborative leadership, open and honest communication, along with a firm understanding of risk management in balancing the business revenue and expense goals with evolving customer requirements.
The candidate will have a demonstrated record of utilizing data analytics/knowledge management skills to implement process and policy changes in delivering contract management solutions consistent with corporate strategies. The candidate must also demonstrate a sense of urgency in accomplishing corporate goals.
Speed in decision making is essential but should not sacrifice quality or thoughtfulness in accomplishing corporate goals. The candidate will manage skilled individual contributors who negotiate and administer a variety of contract types and IT/telecommunications solutions ranging from basic regulated voice communications to next generation networking, cloud, analytics, cybersecurity, and IT professional services.
Represents CenturyLink's interests in complying with federal acquisition policies and regulations, presenting recommendations and preparing positions to management, negotiation of strategic plans and contracts, and implementing compliance processes as required
Oversees long range planning affecting staffing, hiring and promoting staff, workload assignment, processes, systems, tools and organizational structure.
Establishes strategic plans and objectives to enhance win probabilities and foster customer and supplier relationships that facilitate administration and negotiation of teaming and non-disclosure agreements, contracts, and sub-contracts, to include drafting contract terms and conditions.
Detailed knowledge and skills in contracting in the public sector, subcontracting and procurement including the Federal Acquisition Regulation and agency supplemental regulations. Requires knowledge of the Defense Acquisition Guidebook (DOD 5000 series), Defense Contract Audit Manual and Defense Pricing Reference Guides and familiarity with Cost Accounting Standards, Small Business Administration policies, and federal appropriations law.
Analyze and allocate business risks associated with specific solutions and contract requirements. Work with multiple functions to optimize use of CenturyLink products and services in response to government requirements. Document and communicate risk and compliance issues to executive management to facilitate decision making.
Work directly and collaboratively with clients and staff and be involved in complex post-award contracting issues in the acquisition environment including disputes and appeals, claims, intellectual and technical data rights, post-award pricing and negotiations, terminations, contract modifications, value engineering, contractor systems reviews, property administration, quality assurance, contract financing, alternative dispute resolution (ADR), labor relations, contract performance monitoring and surveillance, and contractor performance evaluations (CPARS). Complete all required certifications and other data and follow policies with respect to the Truth in Negotiations Act and CenturyLink's Code of Conduct. Interface directly with government auditors on cost or price proposals and business system audits.
Knowledge and application of functions and capabilities of cross functional disciplines in performance of end to end lifecycle management.
BS/BA degree in Business or related field required; 12+ years professional experience in federal government contracting.
Security clearance is required, primary work group supports DoD community but assigned agency workloads are based on business needs.
Experience in managing people with varied backgrounds with the ability to recognize and develop emerging leadership talent. Excellent teambuilding and motivational skills.

Excellent oral presentation and written skills
Ability to effect and manage change and demonstrate innovation.
Computer literacy is required with a proficiency in MS Office Suite
Professional certification such as CFCM or CPCM is desirable but not required.
