The RCA Manager position is responsible for ownership (create, negotiate, maintain) of all Network
Engineering, Installation, and Outside Plant Construction Contracts to support the Strategic Programs and Construction Team under North America Field Operations. Interfaces and provides direction, guidance and support to the Planning and Construction teams for all contract activity related to the outsourcing process. Responsible for all phases in the bidding, negotiation and approval of engineering, installation and construction contracts through the BidMaster System.
Project leadership critical in managing the priorities of projects in relation to resources, processes, timeliness and the ability to multi-task competing projects.
Developing new processes, providing analysis, direction and guidance for Engineering, Construction, Accounting, Supply Chain, Material Governance Team, Operations and our Suppliers.
Performs analysis to determine present and future trends for Network contracts related to Longhaul Network Expansion requests, executive reporting, and regional reporting.
Develop, implement and manage all Installation, Construction and Engineering Contracts.
Direct involvement in testing and training for all Fireworks and BidMaster enhancements.
Develop, implement and conduct all Scorecard activities and coordination with our Suppliers and Vendors.
Research major and minor material for unit activity in BidMaster in conjunction with Standards and Manufacturers direction.
Ensure contractors are compensated appropriately for major/minor materials. Research unit request for correct application descriptions and implement unit codes in BidMaster.
Other duties as assigned
Bachelors degree and 5 years relevant work experience in telecommunications.
Knowledgeable in all aspects of contract policies and procedures.
Working knowledge/experience of engineering support systems and highly skilled in Microsoft PC applications such as Word, Excel (advanced), PowerPoint, and MS Project.
Knowledgeable of CenturyLink Systems; SAP, Fireworks, and BidMaster.
Must possess knowledge of basic contract law and contract negotiation skills.
Knowledge and experience in inside plant and outside plant engineering and installation/construction.
Ability to prepare Training Collateral and train employees or contractors in all aspects of contract administration and unit definitions.
Demonstrated ability to perform cost analysis on engineering and construction related work orders and projects.
Background/experience in data orientation, analytical and decision-making skills.
Ability to conduct formal meetings and make group/executive presentation and/or conduct training sessions.
Strong communication and customer service skills to work directly with vendors, customers, and other internal teams.
Possess a general understanding of accounting practices.
